Great song. As far as can tell it's about the genreal state of london, 'wombles bleed' in the first verse is about the mayday riots, the wombles been the name of an anti globalisation group who get stuck into the rioting. The second verse is about it's general decline but how they love to live in the city because of the decline and the way it makes life. The line about an 'english man with a baseball cap' is about the loss of a national identity.
