To me the song's meaning is about major social issues (corporate greed, unfair incarceration sentences, warfare, etc.) and how their being dealt with ruthlessly by systematic enforcers and carelessly shrugged off by common place people or proletariats if you will.

The beauty of this song is you can fit it to most controversial issues facing humans.
I like to imagine it playing whilst I'm sorting my recycling out for collection or when I am walking round charity shops or second hand furniture outlets to remind myself I am on the side of the Planet. -
What side are you on? The evil greedy banking cartel? Greed? What side are you on?
