This song i think is about appreciating the rain, especially if you are a farmer in prayer who depends and believes in Love. Then the power of Love can be awesome to reign on you by His/Her mercy and the rain, like Heaven kissing the Earth with the tears of His/Her glory from above where sometimes He/She weeps down on us to keep us cool and together in going home from the hot nights of our lives that kept us apart on the dusty roads of life.
