The first verse is about a mother not being able to tell her son otherwise for his decisions, yet helps him out anyway whenever he needs it. It says he goes out and makes money the best way he knows how.. which is, I think, selling drugs, and then every now and then he has to shoot someone? it says another body laying cold in the gutter.
"Don't go chasing waterfalls," which means don't go after big things that you can't handle. "Stick to the rivers and lakes that you're used to," so the smaller things that he's used to.
the second verse, he can't see the fact that he can't deny temptation. His girl gives him so much love but all he can do is say she's good to him. or maybe it means she cares for him so much but he can't stay away from the drugs and he's saying the drugs are good to him?
hes getting worse from the drugs and finally he dies from them, or he gets killed...
in the rap she's saying her life rarely has any good in it, only every once in a while and she sees so much bad that it overrides the good. She has to have faith. She has hope for the people who can't cope with their own problems which keeps them sad, but its their own fault for their problems, doing drugs, killing people, and then blaming it on other things.

Well, I always thought it was about a mother seeing her child going down a road of destruction, and she can't do anything about it, or shouldn't...

The song "Waterfalls" by TLC tackles the issues of drugs and AIDS. A waterfall was chosen because it's one of the most extremely beautiul things in the world but it's one of the most deadliest.
