I believe that this song deals with a man that is in a political revolutionary mental state that makes him feel like every thing going on should be enforced.
He believes that the government has forgotten all the basic childhood almost neighbourly rules that everyone is taught.
The references to a god are also metaphorical for the governments sense of greed and constantly wanting more.
But at the end of the song he says that his fears embody there's meaning that the government's way is also so secure that he fears that if they are overthrown, the world would go into some kind of panic.
