It's a song about a seductive witch living in witches valley. The place lures people out because it's a mysterious place because the wind won't blow there and the rain won't fall there. When you get there she freezes you where you stand. It's either that, or it's a superstitious puritan like perspective of a sexually immoral woman that lives alone in the middle of nowhere and people have made these rumors about her. That's only my opinion though.
