This song is about Ronald Reagan, president of the United States from 1981 to 1989. Several lines in the song point to him as the topic.

Star Wars was the nickname for Ronald Reagan's Strategic Defense Initiative (SDI) which was meant to make nuclear warfare impossible through ground and space systems that would have protected the United States from these attacks. It was called Star Wars after the popular science fiction movie due to its impossible technological objective.

Ronald Reagan was a film star before he went into politics.
"The way of R.R. To show he is a star"
R.R. directly refers to Ronald Reagan and star is another reference to his acting career.

This probably refers to President Reagan's "peace through strength" policy that resulted in a peacetime defense buildup. 'Hands full of blood' may refer to either the U.S. led invasion of Grenada or perhaps the use of his weapons buildup under later presidents.

This most likely refers to forgetting about the past tragedy in Vietnam and the massacres that were happening in El Salvador when he was president. The United States ignored what was going on in that situation, instead focusing on the Cold War with Russia. Afghanistan was given indirect support by the U.S. To fend off the Russian invasion.
