Basically its about love. He (the guy) really feels he's falling for this specific girl but there's something getting the way of them being together and its the decision the girl has to make. Hence him saying 'baby, ima leave that up to you'. He's really trying to persuade her and let her know that if they do get together he's gonna show her all his love. He explains how he messed up with love before but promises that with her its going to be different. The point is he's in love and he really wants her but he cant do nything about it and he's gonna leave the decision up to her, hoping she'll say yes.
