I think this song is telling us to take initiative. The man in the first verse is homeless and we don't know why, some problem in our government or economy possibly. Then the global warming problem is causing the polar bears to lose their homes. Meanwhile, we are just convincing ourselves that everything will be fine (Smile and watch the icicles melt away and see the water rising...) and Dave is telling us to wake up
