    HE is being communicated with some advanced technology in his head. They are casting illusions on him. The first lines of the song tell of some illusions. Hearing voices in your head can lead to assumptions of why this is happening.

    I have heard about the "cut up" method and he admitted that this was the way he did it, but it wasn't TOTALLY Random

    This song doesn't mean anything, or everything you want. Bowie wrote it by using a method called "cut-up" which consist in cutting phrases and reorganized the different pieces randomly (or almost randomly).
