The lyrics of "new moon on Monday" are about some guy waiting for his girlfriends menstrual period to end, so that they can "firedance through the night". "I couldn’t really put it much plainer" and "light my torch and wave it ..." are to phrases taken from the lyrics, which underline clearly the ambiguity of the entire text.
Further the phrase "new moon" stands really often for the beginning of a new phase. especially in interpersonal relationships.
I'm not a native speaker of the English language, but even for me it seems clear, that this song is about the waiting time for sex.

Well, the VIDEO was about overthrowing dictatorship, but the lyrics outside of that context seem to be about a guy waiting for his girlfriend's "time la luna" (i.e., that time of the month) to be over, so he can "catch a ride" and they can "fire dance through the night".
