This song is about THE Governator: Arnold Schwarzenegger. As Green Day is a political (liberal) band, they express negative views about Mr. Governator. It contains various references to Terminator, including "it makes great television watching the world burn" and the all-famous "I'll be back." It expresses Schwarzenegger as an overall evil, selfish, terminator-like politician. This is an extra for American Idiot, and so, if placed into the storyline, it would probably fit around "Holiday," "Boulevard of Broken Dreams" or "Are We The Waiting."
