Certain parts of the song are about his past bandmates and other parts are about his past relationship with Stephanie Seymour. I think that the song is Axl's reflection of the 1990-93 era.

The song is about a relationship that’s gone bad with his former band mate Slash.
Nobody’s listened to Axl and that the others have had their say. He’s blaming his band mates for the fallout rather than taking responsibility.
The lyrics go as “I was the one who gave you everything, the one who took the fall
You were the one who would do anything, the one who can't recall”
Axl also references his past with the original lineup and how neither can talk with the other and that he’s the one who’s been wronged.
