This some classic metal right here. If you're a metal-girl like I am, you should definitely have this on your iPod's music app! Anyway, I think it's about Axl's hometown, (LA) and that's what "Paradise City"- the title- is referring to. Kind of like "Welcome to the Jungle" which is talking about LA as well. CLASSIC METAL ALL THE WAY! ^_^

I think it's about how much they like California, because that's what it's about. Where the grass is green is probably referring to marijuana.

What I do believe Slash and Axl were talking about when they wrote this is pretty much just the band's overall persona. Guns and Roses had the image of dirty, straight forward, "F" you if you don't like it Rock N' Roll. That compiled with the experiences Axl had when living on the street compiled to Paradise City. It's pretty much of saying this is who we are and where we came from and we wouldn't change it for anything or anyone.
