I believe this is a reference to Yellowstone National Park. James laments on a time in the past when buffalo where plentiful and hunted but now are protected and the hunters are gone It also references the natural beauty apparent to one who looks and wonders. A puzzle is the lyrics "Ninety-six tears, one thousand clowns". It would not be a James Taylor piece without a lyrical mystery.
