"2 Much" an absolute masterpiece is about loving someone while being unsure if you're being too much. Pretty self explanatory, Justin sings "Maybe I stare too much, maybe not long enough.", Signalling that he might look at a loved one more than he should but he just cannot get enough of them. He is aware of his limits but this person he's in love with makes him want to forget about the norms. He wants to be as much as he can be with them, even if it is too much according to the norms of the society.
"I say 'love you' under my breath, more times than you can digest." An insight of how traumatized or restricted he was previously, as some people find it annoying when their significant other keeps on declaring their love whenever they feel like it. Now, that Justin is with someone he loves he cannot stop himself from telling them about it but he's afraid that his loved one might not be able to digest it.
"Two seconds without you's like two months and that's too much." It's common knowledge that time seems to go slower when we do something we don't like or find ourselves in not very desirable situations. To Justin, being away from his loved one is a time he finds hard to cope with. Even if his loved one is just away for a few moments, it feels too long for him. A play of words here, two months are relatively not that long but even these seemingly two months feel so awful because he'd be spending them without his person.
Notes; Justin Bieber suffers from anxiety and PTSD, so he constantly needs the reassurance that he isn't being too clingy. This song is a reflection of his insecurity as he does not want to be a bother but cannot help wanting that attention by his significant other due to the crippling feeling of not being worthy.
