It could be about STrahd von Zarovich and his lost love Tatiana. The book "I Strahd" and the Raven loft campaigns for dungeons and dragons. Once seeing Strahd as a vampire for the first time she throws her self from his castle and dies in the river bellow. His torment does not end there however as she returns time and again to haunt him but cruelly die again just beyond his grasp.

This is an amazing song! I've often thought that it's connected to the book Wuthering Heights.
This song is about a guy who has a love. The love then dies, and he sets upon a plan of revenge. She's saying that "somewhere in time I will find you and haunt you again". So she will be haunting him as a reminder of his love for her. Sound familiar?
