IN THE SECOND PART THE FOCUS GOES TO A PERSON. THE WRITER FIRST CALL OUT THE LIES THAT ARE BEING TOLD BY THIS PERSON (YOUR HEART), AND THEN PROBABLY MEANS THAT THE PERSON SAID SOMETHING THAT IS EVIDENCE TO WHAT THE WRITER IS ACCUSING(SMOKING GUN, THAT HAD JUST SHOT).
AGAIN ON THE LAST TWO VERSES THE WRITER ACCUSES THE PERSON OF DOUBLE ACTING AND SAYS IT WON'T STOP HURTING HIM UNTIL THERE'S NOTHING LEFT.

UNCOVERING THE "PERSON", THE WRITER POSSIBLY REFERS THE FEELING "SO LONG FORGOTTEN FRIENDS" TO THE OTHER PERSON NOT HIMSELF AND THEN ACCUSES THIS FRIEND AGAIN OF TAKING ADVANTAGE OF HIM SAYING THAT HE TRY TO CONTROL PEOPLE THAT ARE FRIENDS WITH HIM.
HE CLOSES SAYING THAT HE IS NOT UP FOR THIS TYPE OF FRIENDSHIP.

NOW WE FIND OUT THE FRIEND IS A FEMALE (ITS NOT SUGGESTED THAT THIS "FRIENDSHIP" MEANS A ROMANCE). WE ALSO UNDERSTAND THAT THE SONG SO FAR WAS HIS THOUGHTS WHILE SHE IS TRYING TO WASH IT AWAY WITH SLEEPING.

WE FINALLY UNDERSTAND THE ENTIRE PICTURE WITH THIS LINE. THE GIRL DID SOMETHING TO HIM BUT SHE STILL DOESN'T KNOW HE KNOWS WHAT SHE DID. IT'S DEFINITELY A BETRAYAL BUT IT'S NOT CLEAR WHAT REALLY HAPPENED.

I agree that this is about the breakup of blink 182. All the lyrics refer to tom's treatment of mark. You may wonder what does "shes trying to sleep it off, with her head on my shoulder" have to do with it. That refers to mark's wife.
