"Seven years for being sad", to ME, is that whatever she's done to be put in prison, he knows but doesn't judge because he believes it had it's origin in her being depressed, lost, etc.

This song is pretty straightforward; it's about struggling and being completely mentally and physically drained of all emotion- which is how depression really is. "Hurt by the cold" being hurt by the sadness that stirs inside them. "Ex girlfriend called me up alone and desperate on the prison phone, they want to give her seven years for being sad"-- you don't get put in prison for being sad, the depression itself imprisons you and she was calling out for help.

Anthony Kiedis wrote this song as a collective hug and reassurance for fellow Chili Peppers member/bassist Flea, who, at the time, was going through a rough divorce. Or, that's what I heard, and it's what I believe.
