I believe this one is based off of actually doing things with your life rather than watching other people do it instead on tv. Like, instead of watching people better at something than you do it on the tv, get up and do it yourself. Don’t let what you see online/on the tv change your outlook on life and if you really want to do something, commit to it and work towards your goal.

I think this song is about following your dreams. Kiedis is telling the listeners that they must stop watching TV, and get off their asses and put themselves in the spotlight, as opposed to the people they are watching on television. "It's a repeat" I think has two meanings, referring to a repeat of a tv show, "getting old", and also how television is not the first thing that has impeded people from achieving their dreams.
"Slay the plague for its contagious" is a way of saying how children will go over their friends house and watch tv, or even parents under this spell, and their children follow their lead.
The breakdown about 2:30 into the song, I think that is meant to be representative of TV static. "Alleviate this ill condition" - break the spell.
