The depth of the song is revealed in not the physical changes of New Orleans but the loss of the memories Stipe had connected to pre-Katrina New Orleans. It was special to him, and now it's gone. And in the memories that were physically reduced to rubble, so were was his life - and him as well, symbolically died in that disaster.
This song is an extension of the phrase "You can't go home again." While it traditionally refers to a childhood hometown, this song shows it can mean a lot about a place you came of age or other personal development that's now long gone. -
