Sounds to me like he’s singing about an underage girl, frankly. Bows in her hair. Stuff about ‘getting away with it’. Dunno, I find the song quite creepy. Typical weird Talking Heads open ended to interpretation lyrics. (Except for Road to Nowhere, which is pretty spot on and clear what its about)

In the 70s n early 80s girlfriend was slang for cocaine... It always was assumed on my part that's what he was singing about...
