Throughout this song - the only word that's to be heard is "Rejoice", whilst one might wonder what the heck its all about, the song implies a celebration regarding the pardon for one's sins provided by God as stated in the book of ISAIAH 1:18 = '"Come now let us reason together" said the Almighty, "though your sins are as thick as scarlet, they shall be as white as snow..."'.
A strong indication regarding this is the song found in the same album OCTOBER where this one came from whose title go by the word in the song, which state "I can't change the world, but I can change the world in you, I reeeejjoooice..."
Quite a stuff from U2's early 'Christian' days.
