The song is not about hope. It was pure, cheap white heat on the part of U2 and Green Day. It was recorded for charity and to entice the masses into buying it.
It is about the death of the singer's friend. He can do nothing to change the fact as the Saints and Angels are taking his best friend away.
Aside from adding the bit from "House of the Rising Sun" there are no additional lyrics regarding Katrina unless you consider Bono reading off pleas for help "lyrics". -
The beginning was originally written by the Animals... Green Day and U2 redid it and added lyrics for Hurrican Katrina victims... Its an awesome song.

This song is about hope, plain and simple. It was originally written by The Skids but when it was redone by U2 and Green Day, they added lyrics that pertianed to the victims of Hurricane Katrina. I think this song can help people through many rough times and that's exactly why it was written-to give hope to those who thought their situations were hopeless.
