In my opinion, in several years after it's all over, it will be known as the "Theme-song of the Apocalypse"; somewhat like "Hey Jude" in King's Gunslinger series.
It is a positive song in that it talks about the poor coming together to retake the commons, from the rich who have usurped power and taken the world's resources for themselves.
It talks about people helping people to make the world better. Oh, and there is some violence. -
I think that the "mad man" represents greed, and how greed is always waiting to consume humans. The world is full of rich, greedy business men who don't give back to the poor, so he wants to take everything that the rich don't deserve and give it to the poor. And that's why it "feels so f***ing good," because it's not easy to overcome greed and the natural instinct to be selfish.

I think it's talking about the socialization of our government, predicting that there will come a time when the lower class will rise up and break down the doors of the rich and steal from them. They'll be having a party, at the expense of the middle and upper class, and frankly at their own expense as well, because mob rule is not a sustainable form of government. So you rob from the rich, break down the door, and dance with the poor. Eventually, it will get bad enough that cities will be unsafe, hence the part at the end of being scared of the city. In short, it's a talking about the downfall of our society, and suggesting that it's because of one mad man with a mad plan who is actually planning for this to happen.

I somehow remember there being a shoulder jumping scene in the jail in Robin Hood. This would make sense, considering the rob from the rich reference.

It's about taking over an unjust government or leader. Breaking away from the crowd and gathering courage to take a stand for what you believe is right (even if the general population won't). It's about taking a stand because who else will?
