This song seems to be about a 17 year-old in a relationship who is in a relationship with an older partner who does not know how young the 17-year old actually is. Due to the lines contrasting the years 1990 & 1994, it is suggestive that older parter is 21 years old. The end of the song suggests that the older partner is getting suspicious of the younger partner's lies, and that they are about to break-up.
