Zion definitely means heaven.
Because according to Rastafarian beliefs, Emperor haille Selassie 1 was Jesus Christ, who ascended to heaven(zion).

It's Marley's interpretation of the R & B classic "People Get Ready". It's about atoning for your sins and transgressions and getting ready to meet Jah and the "train to glory/heaven/everlasting life". It's a common idiom in religions. God is going to bring a Holy Train to pick up all his/her people and take them away from this madness.
