Personally I think this refers to the 17 year old Catherine Howard marrying the 50 year old Henry VIII, and how she viewed her life and relationship with him. Also, about how she thought her life would end up, and perhaps how she used the excuse of beautiful dresses and hair to make up for her life.
I also suspect it's about she might have known she was going to die, and get beheaded like her cousin.
However, it might also be a metaphor for modern day life how women are still treated in some places in the world, and how they still view themselves.
