If you go back to "Dreamland" the intro song of the album, each of the lines where Dave lists things off (Dave himself has mentioned that each of the things he lists off in Dreamland have to do with a song in the album) one of those things is "that worst thing you said". "It All So Incredibly Loud is about the lapse of time after you say something you know could terribly devastate a relationship. It's about the fear in that silence and the few seconds after you say that thing. The buildup in the volume of the song (being very quiet at the begining and incredibly loud at the end) is representative of the tension building up as you wait for that person to respond to what you said.
MUSIC VIDEO SPOILERS BELOW
In the music video, Dave stands on a diving board and jumps into a pool fully dressed. Dave being fully dressed jumping into a pool represents the inability to go back to they way things were once this horrible thing is said, and once Dave's clothes are wet. The tension is also represented in the music vid with Dave being very hesitant to finally complete the jump. -
In the dreamland album, Dave Bayley was writing a personal biography over quarantine. From listening to this song, it sounds a lot like it is about this whole quarantine, or just stressful times in themselves. This song gets progressively louder and louder throughout the song, and then shuts down to as quiet as it was at the beginning in the end, which I think is a brilliant way of expressing how our brains have been dealing with all this stress, and of course the lyrics add the perfect touch.
To summarize, this song is about quarantine or any other stressful time when things keep getting louder in your head and you get really stressed
