I think this is Christian just feeling lonely and angry after Gloria's "death" in before the lobotomy and he gets high and drunk.

Murder City is showing the resulting failure of Christian and Gloria's long awaited protested. This song is told from Gloria's prospective which is evident from the lines "Christian's crying in the bathroom/ And I just want to bum a cigarette". This is also where they realize that though they maybe the last call they cannot do it by themselves "we are the last call and we're so pathetic". Though they realize they have failed, both Christian and Gloria realize that there still is hope for success in the murder city. The murder city represents the reason they are protesting and that they would like to help out the city though they are really unsure how other than to overthrow the government; the city is otherwise known as America.
