In Scattered the narrator is looking at old pictures of someone he used to love. He realizes that he still misses this person and maybe even still loves them. Gradually his regret and despair grow as he starts to understand that he needs to be with this person. He admits all the mistakes he's made and is now willing to change, sacrifice everything just to be with this person, because without them his life is purposeless. He realizes that nothing in his life can make him happy if he doesn't have his loved one. Knowing that this relationship has long been over, he is still dreaming and hoping that maybe some time somehow they could be together again.

The lyrics were written when Billie Joe was arguing with his wife Adie, and they're of him saying that he's sorry and that he still loves her
