I think that anders got the idea from the movie " children of men "its a futuristic movie about the end of the world,(not in a nuclear disaster).but in short- the women can no longer give birth ,so the human race is slowly dying.one actor even says the words- " sounds like a playground fading "

The songs is about the fall of humanity and how we are slowly moving toward our doom "We are ghosts of the concrete word; generic codes of a dying breed".
"Staring into bright lights" may be a metaphor comparing us (humanity) to a deer or other animal when confronted with the lights of a vehicle becoming stunned and paralysed as they are in awe of the bright light not knowing that death awaits them. Can be compared to this; blinded by the world we create around ourselves blinded by the light of our goal to conquer rape and pillage and destroy.
“Sounds of a playground fading” may refer to humans, as compared to children losing their sense of innocence or compassion and how we are becoming robots to society and thus are the reason behind the inevitable fall of our own civilisation.
“We are running out of time. Can’t seem to realise. What put us here in the first place. Counting down the days. Beginning of the end”. -
I think its about a nuclear accident or bombing, and that the kids that were playing on the playground dies and therefore the sound of the playground is fading... "genetic code of a dying breed" is also indicating that it has something to do with a nuclear explosion of somekind.. but im not completely sure about this though just a thought.
