It's Dave's survival through the Megadeth years up until that point. Mainly the amazing fact that with all the substance abuse he put himself through, he's still alive and never even over-dosed 'not even close' as well as all the other accesses, up's and down's of the rock star lifestyle. The fact he's survived is his major victory.

Victory is actually a song that sums up the greatness of megadeth up to the youthanasia period it wasnt planned or anything which makes more kick ass it was written in 20 min. or so off the top of daves head the song is basically a summary of what megadeth has done up until youthanasia. I guess you can sorta call it a "greatest hits" wrap up in one song

It's a song about Dave Mustaine's life and questioning his future using titles of some of Megadeth's biggest songs and albums. It's written in a clever way. Dave is pretty underrated when it comes to writing lyrics.
