I always thought it referred to smoking marijuana out of a pipe.... you hold the lighter upside down.... thus “hanging fire”

No longer true when jobs are plentiful and able bodied kids sit around while senior citizens struggle to work.

It means when you have little money and no job why not just use to have fun. When recessions hit those in the working class lose their jobs some hit rock bottom and go out have fun.
