I believe that many times, as shown in the film they made about the making of Exile on Main Street: the Stones just write out some phrases and throw them into a hat and make up a song based on how cool the words sound. I also believe this is one of those.
There's a MILLION different ways to interpret it, so even if they did have a real-life related theme, it's impossible to make a strong case for it based on the lyrics, because they are purposely vague.
I think someone tipped them off early in their songwriting career not to be too specific with the meanings of their songs because then people don't wonder what they mean; they know... and therefore are no longer puzzled about the meaning.
Making people wonder what the song is about can really give it "legs" and make people listen to it over and over and over again.
This has worked that way on me... and yet I still like it...
Oh well.
