I think it's speaking in terms that he wasn't enough for the one he loved given some of the lyrics.. Some people you can give all of yourself to and it's still " not enough " .. Love hurts sometimes , it's not easy to find , meaning being loved back the way you love or loved them .. If you're in the situation the song has that meaning to you .

So many things are needed besides love. Sammy's right, love isn't enough. There has to be more, like compromise, communication and commitment. We have to give 100% of ourselves to get 100% of another. It cannot be 50/50.
That's what I thought this song meant. -
