I can see this going one of two ways:
One - It's a story of a boy in love with a girl who they are worried won't love them. Maybe someone out of their league. Thus how it starts cautiously with "if you had a day, would you give me a moment". Poisoning would be him falling in love but knowing it'll hurt when it ends, but is too stubborn to stop themself. "Kill like 17" could just be the final resulting depression of the course of the poisoning. As the song changes to "I'm in love with your new screams" it shows the relationship ending as expected and the "kill" taking is course.
Two - Maybe, unlike One, this is a 17 year old girls perspective. Taking this into a more literal view. They actually are out to break hearts and love to give poisoning. The song is them running their course with a boy. "If I weren't so cold" refers to her cold nature -
The song is about how everything was better when we were seventeen. Everything else should be easy for you to figure out
