I think its about her baby before Blue Ivy and her best friend, So when she says go on home she telling them to go on to heaven cause they with her heavenly father and they dont have to struggle on this nasty earth anymore and they will be gone but not forgotten.

the song heaven obviously stands for when there was someone so close and dear to another person and they grew together they went through different experiences together they had very fun times together they taught each other what they know now but the other person died at a young age at the time when they weren't done with their adventure and so the line "heaven couldn't wait for you.." refers to that the other line "so go on go home" is showing respect for the person showing they can move on now but they shall never be forgotten
