I think its about being afraid of the unknown.

It's obvious that Tom and Travis were talking about all the events that they watched over those past few years unfold. Langley being obsorbed by another name and just completely changing, and no longer being recognized as often as Langley,the tragedy of 9/11 happening, and just the general changes they were seeing. But those 2 events definitely triggered the writing of this song, without a doubt. And it's obvious there's some rebellious feeling against the government there too. I mean, even Blink-182 had that same feel in songs like 'Anthem Pt.2'. There's a strong disapproval of the government in the songs. This one particularly.

I think it is like an interpretation or exaggeration on how langley was molded into that other city, I don't remember the name.
