I read part of an interpretation that said it could be about getting knocked up. To care (for the child) or plead silence (get it aborted)... So he'll loan the cash (pay child support) but the sin is on the hands of you (the girl is the one who has to go through the pregnancy, giving birth, and taking care of the baby once it's born.

Seems to be portraying an addicts manipulations of those who love him. "The sin is on the hands of you..." Meaning when you enable someone to hurt themselves in drug use or any kind of self distruction, you are as bad as the addict. Its hard to say "no" and they know, so they take advantage. "To care or plea silence" as in do you love enough to speak up, or do you stand in silence and watch the train wreck...
