On multiple occasions the band has stated that is is about the whole baby thing, and about meth. I've always assumed that he fell back into his speed problem when the baby started keeping him from sleeping. There are plenty of references to things that sleep deprivation causes, but you can't ignore terms like "fucked up" "spun out" and blatant references to the drug itself. look it up "crosstops" are speed tablets. Its clearly a song about insomnia, whether brought on by chemicals or brought on by his son.

Like a lot of other people have already mentioned, this song is about Billie Joe not being able to sleep when his son (who at the time was a little baby) was keeping him up all night. It may seem like it's about drugs, but its not. And yes, Brain Stew (I'm pretty sure) was a nickname of one of their friends.
