Burnout is about getting bored of your teenage years in a small town, but not quite wanting to grow up.
"I declare I don't care no more
I'm burning up and out and growing bored
In my smoked out boring room
My hair is shagging in my eyes
Dragging my feet to hit the street at night
To drive along these shit town lights"
The town Billie Joe grew up in is getting boring for him, since he's been doing the same stuff for years (smoking, heading out with friends along the boring old town).
"I'm not growing up
I'm just burning out
And I stepped in line
to walk amongst the dead"
He doesn't want to join society and grow up, but he's tired of his old ways. So with nothing better to do, he joins the masses of other people who are a slave to their jobs, relationships, etc.
"Apathy has rained on me
Now I'm feeling like a soggy dream
So close to drowning but I don't mind
I've lived inside this mental cave
Throw my emotions in the grave
Hell, who needs them anyway"
He's so tired of doing the same stuff everyday, and figures - instead of smoking and hanging out every day and being bored, why not get a job and make money? (while still being bored of course) Living inside the mental cave shows his separation from the rest of the world, having his own thoughts. The last two lines refer to giving up on happiness, because it never quite lasts.
