Well, imo, the song is about a couple. The boy was always cheating on her, she knew it but she didn't say anything, she hoped he would let his affair go but instead of breaking up with his affair, he broke up with his girlfriend. and his ex girlfriend is still calling, trying to stay friends to get back together.
he's so sorry for cheating, for having a affair and for breaking up.
and as he sees her with her new boyfriend, it breaks him down inside, he never thought it would be like this and in the end he realize he's still in love with her.
