I think it talks about nuklear winter and destruction and la is the last remaining City.

She seeks comfort in church because she has lost Faith........she seeks a dream that's way beyond her expectations

First verse talks about her looking for comfort that is not there because her current situation is messed up "all the leaves are brown and the sky is gray"
in second verse she pretends to embrace what is around since what she is looking for is beyond her reach "i stepped into the church" "i pretended to pray" but in the last verse she decides it is not too late to make another choice. "if i din't go, i could leave today"
