It's about how the world perceives the USA (according to a Kerry King interview) which in fairness it's true. America will do anything to gain power or to retain its hold on the world resources, even if it entails invading, declaring war nd leaving in tatters any unsuspecting country who might pose a possible threat to America's sphere of influence. I still don't know why they make such a big deal of 9/11. After all, the USa had it coming.
