Halsey is expressing what it is like having a mental illness like Bi-polar where the mind changes randomly and not necessarily controlled by her. Thus the feelings that occurring continuously for the person who loves her and many times not her present feelings at the moment or she on to another page without the person understanding. This is now the Bi-polar brain works. It does not mean Halsey does not love, but oftentimes (and within the same day) does not match up. She knows she hurts the person, but knows the real pain of not being to control it.

Think it means someone has been in love with me when me l don't know and when he reveals out l won't love him back.

I personally think that she is saying sorry to all her past exes for treating them like crap but everyone is different
