This part of the song is self-explanatory , the guy is hurt by her words than her actions which is quite contradictory to the famous , 'Actions speak louder than words. '
*Lady Antebellum and Adam Levine:*

I think my interpretation differs from others , I believe since both Lady Antebellum and Adam sing this verse, I think both the girl and the guy believe that they are the one waiting for the other.
*Lady Antebellum:*
[On our way home I realize
There's some kind of storm brewing in his eyes]
She knows there's something bothering/hurting her man which she couldn't quite figure out completely but knows that there's something that her man is holding back.
*Lady Antebellum and Adam Levine:*
[Only veiled by a thin disguise]
Whatever the man is feeling internally- the storm that is brewing, is not completely concealed , which is why she knows that there's something going on with him.
Adam Levine:*
[Now that I've done my time
I need to move on and I need you to try]
The man is telling himself that he's done enough (as much as he can to save their relationship) but now it is time for him to move on and he wants her to move on with him , this time.

This is where we realize that they've broken up a couple of times now and this might be the pinnacle and possibly their last meeting and this time they don't bid each other goodbye because their relationship is so strained that there's nothing to say anymore, not even a goodbye.
*Lady Antebellum and Adam*:

But sadly you don't feel the same
About me]
I have two interpretations for this :
1. Since both Lady Antebellum and Adam sing this, maybe in their relationship , the man and woman never asked each other to change but they feel that the other wants them to change which means that they believe that their other half is perfect but feel that their partner doesn't feel the same.
2. Maybe they didn't want the other to change and their partner, now changed so much that they don't want them in their life anymore.

Like this man]
This implies that the man is still in love with his girl which might be the 'storm brewing in his eyes'(the girls doesn't know that he still has feelings for her , she knows that there's something he's hiding but doesn't realise that he loves her still). He wonders if her new boyfriend is affected by her just as much as he is (even now).

In general, I think this song is about two people that are in an of and off relationship that's finally coming to a close. They've said "Goodbye" so many times that there's nothing left to say anymore (thus the title "Out Of Goodbyes"). The other partner's words are so definitive that they know this is the last good bye(Tell me actions speak louder,but there's something about her words that hurt)
There's still some leftover anger and hurt in the relationship, but it's veiled so that their partner doesn't see it. After all, after this they'll be going separate ways.(On our way home I realized some kind of storm brewing in his eyes, only veiled by a thin disguise)
They've both decided that they need to move on, although he doesn't feel that same way completely. He probably thought she was perfect, but she saw multiple flaws in him and couldn't deal with it anymore (Never asked you to change,but sadly you don't feel the same about me)
He realizes she's moved on, but wonders if the man she's with shows her the same reactions of love that he does/would/did (I wonder if your man, still shudders when you touch his hand, like this man)
Yeah and that's pretty much it. They've broken up and she's finally got the courage to move on, but he still harbors lingering feelings for her
