To me, this song talks about how you miss that person you hurt, whether intentionally or not…Perhaps a friend, significant other, relative…In my case, it was a very close relative I was trying to protect from things going on in my life, but, he chose to believe his version instead of trying to understand why I was trying to protect him…He hurt me deeply, but, I’m also very sorry if my actions hurt him, it never was intended to hurt him but rather protect his heart…I’m waiting for the day The Lord God Jesus heals both of our hearts…I grew up listening to Mr. Collins…Outstanding artist…

He unintentionally hurt her in relationship, and regrets it and still loves her. With that, he really misses making love with her. I think the phrase in the song title has multiple meanings, but the one that I've not seen elsewhere before and which I believe to central for him regards the climatic moment of intercourse with her. Seems to me that 'rain[ing] down on him' could reference the feeling of the downpour a man might perceive upon his organ in the aftermath of the female orgasm. Along with all of the other bonding emotions that come along with a couple falling in love, I'd imagine it'd be pretty powerful for a man to know (biblically and without a doubt experientially) that he can bring his woman to orgasm. The evidence of this cannot be faked and based upon what occurs (for many, or at least for the very lucky) at the interior sites involved in coitus at that moment could indeed be described as being rained down upon. Likewise, all facets involved could also cause him to see her as his queen... in which case he could also be expressing the desire for her to once again reign down over him ;-).
