The narrator is talking about the demise of her relationship with her long-term partner. They met in college and were pretty serious (many mutual friends, she was close with his family, etc). One day, he arranges to propose to her with his mother's ring. He was so excited about proposing, so sure she would say yes, he told his family and invited them to be there. His sister splurged on Dom Perignon champagne for the occasion (costs about $200 a bottle). But the narrator says no to the proposal. They were dancing when he got down on his knees, and she drops his hand. She can't bring herself to say yes ("I never was ready so I watch you go; Sometimes you just don't know the answer until someone's on their knees and asks you"), though she doesn't have a specific reason why. As a result, the event was a disaster, and the guy is (understandably) heartbroken. He booked a train back home for very late at night so it would be quieter with less people, but it doesn't help. The narrator acknowledges that she broke his heart and this will be very difficult for him to overcome. She is thinking how people will say "She would've made such a lovely bride, What a shame she's fucked in the head", implying there's something wrong with her for saying no and throwing away the relationship. The narrator predicts that one day the guy will find another woman who will "patch up [his] tapestry that [she] shred", meaning mend his broken heart. This woman will love him and will say yes to his proposal. She won't leave him and break his heart. Eventually, he will forget about the narrator and her "champagne problems".
