It is basically a song to relay Katniss's feelings to Rue as Rue dies and how she couldn't save her. Like the lines 'Just close your eyes[....]you'll be alright' is saying how Katniss is telling Rue that when she dies, it will be more peaceful and safe than this world. The line 'No one can hurt you now' is suggesting that rue has earned a good place in the next life. 'Don't you dare look out your window, darling everything's on fire/The war outside our door keeps raging on/Hold onto this lullaby even when the musics gone, gone' is telling Rue that she is to far away to save, but that Katniss tried. It also shows the rebellion that Katniss, the girl on fire (hence everything is on fire), will lead.

It shows the concept of true faith for God. That even though everything is "on fire", as long as you know that God's there than he'll protect you,and you're going to be safe. You can interpret it to have a biblical meaning as well. Just put your faith in God and as long as you believe and obey his word, he'll protect you.
